英文图纸技术要求怎么翻译？

老美的齿轮图纸里的技术要求，看得稀里糊涂请大家帮忙翻译：）

2.s-b design engineering department to approve samples prior to first vendor production run or any vendor change in material specifiation ro processing.

4.Entire width of gear tooth profile must be burr free

+ h, V3 _7 O# L* q9 `& x首次供货或供方在材质、工艺发生变化时需在供货前提样给a-b设计工程部予以检证.
