Building digital and intelligent wind power plants is the stress item in "11th Five-Year Plan" for exploiture and use of reproducible energy projects. As the transmission of power and information is the important component in wind powered system, it requires a much higher quality for the transmission of electric power and information with the construction and development of wind power plant.
Compared with the application of optical power cable, the traditional power cable and optical cable line were laid separately, this demands higher construction cost and long construction period, so it restricted the development of digital and intelligent wind power plant. Most of the wind power plants are located in the high and cold areas where frozen earth exists for a long time, this brought difficulties for the setting up of power cable and fiber optic cable lines along with a higher construction cost.
