英文图纸技术要求怎么翻译？

老美的齿轮图纸里的技术要求，看得稀里糊涂请大家帮忙翻译：）

: d: S: V1 P, q) B- L3 F2.s-b design engineering department to approve samples prior to first vendor production run or any vendor change in material specifiation ro processing.
! U& E& o7 V+ J; o首次供货或供方在材质、工艺发生变化时需在供货前提样给a-b设计工程部予以检证.

所有表面应清洁，不得有碳、残留物、氧化层或其它异物
