英文图纸技术要求怎么翻译？

老美的齿轮图纸里的技术要求，看得稀里糊涂请大家帮忙翻译：）

- E) d1 u$ F. G2.s-b design engineering department to approve samples prior to first vendor production run or any vendor change in material specifiation ro processing.
( }8 k1 C: I4 y  Y- B" \9 V0 ^3.All surface tobe clean and free of carbon,residue, oxidation,and other foreign material.
( {0 f. X8 n, d- m* F9 P+ e6 d1 R4.Entire width of gear tooth profile must be burr free

2.s-b design engineering department to approve samples prior to first vendor production run or any vendor change in material specifiation ro processing.
' J. r" _) q$ G2 K& W; `2 N首次供货或供方在材质、工艺发生变化时需在供货前提样给a-b设计工程部予以检证.
3.All surface tobe clean and free of carbon,residue, oxidation,and other foreign material.
4 i! f0 @# P# S6 o* q4 ?4 Y所有表面应清洁，不得有碳、残留物、氧化层或其它异物
4.Entire width of gear tooth profile must be burr free
