1. Introduction
During the past ten years wind power industry has been developing with a high speed in China. According to the statistics published by the Chinese Wind Energy Association, by the end of 2007, there have been 158 wind farms set up in China as total, with 6,469 units of wind turbines (Taiwan excluded). The total cumulative installed capacity reaches 5,906 MW, ranking number 51 in the world. According to the statistics of global wind power issued by the Global Wind Energy Council (GWEC) on Feb.6th, 2008, the increased installation capacity of Chinese wind power in 2007 was 3,449 MW, accounting for 17.2% of the globally increased market share, ranking number 3 in the world. 2
